Rafael is a founding partner of Cáceres Torres. He was admitted to the Bar Association of the Dominican Republic in 1967. His professional practice is mainly focused on the areas of banking law, mining law, administrative law, litigation and arbitration.
He provides services to mining companies in the establishment of their operations in the Dominican Republic and in the legal and regulatory requirements that these operations demand. He also advises banking institutions in their day-to-day operations. He has vast experience in litigation matters, contractual negotiations and arbitration. His professional practice also includes the corporate and business area. He has held different positions in the Public Administration. He was Legal Consultant to the Executive Branch (1978-1981), Secretary of State without Portfolio and Advisor to the President of the Dominican Republic (1981-1982), Alternate Member of the Central Electoral Board (1994). Past President of the Conciliation and Arbitration Commission of the Chamber of Commerce and Production of Santo Domingo, Inc.
